28-YEAR-OLD RESIDENTIAL
COUNSELOR AT THE CHAMBERLAIN
INTERNATIONAL SCHOOL IN
MIDDLEBORO, WHO IS CHARGED WITH
RAPING A 19-YEAR-OLD STUDENT. ACCORDING TO THE SCHOOL, HOUTMAN
WORKED THERE FOR ABOUT 4 MONTHS. POLICE ARE TRYING TO LOCATE THE
NEW BEDFORD MAN, AFTER AN
ALLEGED SEXUAL ASSAULT ON
CAMPUS. THE 5 COUNT WARRANT INCLUD
CHARGES OF RAPE, ASSAULT OR RAPE
INDECENT ASSAULT AND BATTERY ON
, A PERSON WITH AN INTELLECTUAL
DISABILITY, OPEN AND GROSS
LEWDNESS. SCHOOL OFFICIALS SENT OUT A
LETTER TO PARENTS EXPLAINING
THAT THE INAPPROPRIATE BEHAVIOR
HAPPENED IN ONE OF THE DORMS ON
SEPTEMBER 29 AND THAT HOUTMAN,
WHO IS NOT NAMED IN THE LETTER WAS REMOVED FROM THE SCHEDULE
AND NOT ALLOWED ON CAMPUS DURING
THE INVESTIGATION. THE CHAMBERLAIN SCHOOL IS A
BOARDING AND DAY PROGRAM FOR
STUDENTS WITH EMOTIONAL AND
BEHAVIORAL CHALLENGES, FROM AGES
11 TO 22
IN THE LETTER, OFFICIALS SAYS THEY PLAN TO EXAMINE AND MAKE
CHANGES TO SCHOOL POLICIES. THAT WILL LIKELY INCLUDE
ADDITIONAL TRAINING FOR STAFF
AND INSTRUCTION FOR STUDENTS. NO ONE AT THE SCHOOL HAD ANY
ADDITIONAL INFORMATION ABOUT HIS
WHEREABOUTS. IF YOU KNOW WHERE THE SUSPECT IS
